Phillip has been a Hong Kong barrister in practice since 1994. He specialises in public law, criminal, licensing and judicial review cases at both trial and appellate level, including at the Court of Final Appeal.
From 1989 till 1994, Phillip was working in the Hong Kong Department of Justice within the Law Reform Commission, the Legal Policy Division, and as Prosecutor. Prior to that he was working between 1982 – 1989 as Legal Adviser to Australian Parliamentary Members, and within the General Counsel Division of the Australian Attorney-General’s Department as Legal Adviser giving legal advice on treaty, statutory and constitutional interpretation. During this time he was also a member and legal adviser to various Australian delegations involved in treaty negotiations.
